Turnbull-san has already sent his next reply to the list, for which I add now, the problem is in the nkf manual page because other Japanese manual pages display as Japanese, I'm pretty sure the esc characters were lost before the man command output to the terminal the something resembling raw JIS, other Japanese manual pages display correctly, and I doubt that groff was updated.
