At what point did the Japanese government become an authority on proper
etiquette?

Watch it.  Frank has been here ("here" meaning "in Japan") longer than just
about anyone here.  He is a level-headed and valued member of TLUG.  His
advice was well-meant and freely-given.

You would do well to apologize to Frank.
