That's because Windows has never been a multiuser system.  Even
Windows NT barely musters the stuff to be multitasking.  :-)

I doubt this has anything to do with security.  Rather it reflects the
"sell more copies" mentality.  Users sharing resources is bad for
sales.  Make everyone buy their own.
