That's not quite true.  The code was originally written by the good
folk at ETL, basically HANDA Ken'ichi.  The initial Japanization of
XEmacs was done by Gaijin -- Ben Wing and Martin Buchholz, however it
was a nihonjin, MORIOKA Tomohiko who was responsible for getting it
into a semi-usable state[1].  Only semi-usable though.  It took another
six months of intense debugging and a heroic effort by Jareth Hein and
others to get something approaching stable.

[1]  Perhaps describing XEmacs 20.0 as "semi-usable" for Japanese is
an Algore-ism.
