My (current) favorites are Zircon (a multi-windowed Tcl/Tk affair) and
ZenIRC (an elisp package that will run in either emacs or xemacs)...
depending upon if I am really using IRC or just monitoring in the
background.

Zircon is available from http://catless.ncl.ac.uk/ (which I find very
easy to remember :-) and ZenIRC is available from
ftp://ftp.splode.com/pub/zenirc (which I had to look up).
