This is, unfortunately, The Right Thing[tm] I think.  The problem is
that Mule does not display the characters in the file as Japanese; it
converts to Mule internal representation in the buffer and then
displays those (this was not true under NEmacs).  However, if Mule
does the conversion but leaves the MIME headers in the file, then when
you run MIME to get audio or something, your text will get hosed
because it isn't EUC or JIS any more, it's Mule.  But the header
instructs the MIME tool should tell Mule to do something with it, like
use the JIS to internal function on internal codes....  On the other
hand, to properly manipulate the headers requires Mule to handle MIME,
which is a bit much.  Of course maybe Mule could munge the MIME
headers, but then most likely another MIME tool would barf out an
external file ("unrecognized MIME type"), because different tools will
handle things in different ways.

I think it's just easiest to have the MIME tool always active.

That must be hamm, right?  Hey, you asked for it, you got it.  If
you're running hamm on anywhere near a useful system, you're probably
still using libc5 for a lot of stuff....
