By some definitions of decent.  Every morning I pray thanks that I was
chosen to work on XEmacs rather than Emacs! :-)

ESR has contributed quite a few nice programs, actually, although you
may not run into them if you're not an OSS hacker.  fetchmailconf is
the most generally useful, but most distros use something specific to
the distro, so you're not very likely to run into it any more.  He's
written several Lisp utilities useful in maintaining Emacsen, and his
repo-surgeon tool is best of breed IMO if you need to move from one
VCS to another.
