[Lingo] Archives should now handle 日本語、English, и Бьлгарски / Русский

The Lingo archives:

were displaying some sweet 文字化け for messages containing any languages
that has characters outside of the Latin-1 character set. Which is
pretty much a slap in the face, considering the raison d'etre of this
mailing list.

Anyway, I RTFM'd and STFG'd and found the solution. So check out this
post when it hits the 'chives and peep how it look. Фо шизьл!
