tlug: Talking via modem

Dear all,

One of our server here requires multiple tapes for backup.  I would like
to set it up so that it calls an internal extension at the night desk and
asks the guy on the desk to go up and change the tape during his night
rounds.

Can this be done with an off-the-shelf modem, or is special hardware
required?
