What happens if you type the following (in a kterm)? xfontsel -pattern '*jisx0208*' > (pine works but I get occasional mojibake). Then again, pine working suggests it's *not* a font problem. Have you tried explicitly shifting between EUC and Shift-JIS (using shift-middleMouseButton)? Dunno what you are trying to display.
