Officially it doesn't support Japanese, because Qt, the underlying library,
doesn't support multi-byte chars and the licence doesn't allow modifications
or distributions patches for Qt (source available, but non open-source)

But, nevertheless, there's a nice (unofficial, gray-zone) patch that
adds support for Japanese (I18n, not L10n) Patch Qt and just recompile
KDE. Was quite a nice view when KDE came up in Japanese

Qt 2.0 is going to be supporting Japanese and other multi-byte character
codes. Qt is open source (can be argued, but defnetly so compared with before)
and developpment is going on, including contributions from Japan to make
multi-byte correct.
But still KDE with Qt2 is most likely more than a year away.
