Based on experience, if I saw one being thrown away, I would just leave it. While they may be well-supported, the are not in themselves good. "Cheap" is the most important word in "cheap and well-supported." You get what you pay for. If this machine will be a server, it's easier to get away with a cheapo video card, because X won't be used much (if at all) anyway. If this is a workstation, he should get a good card and the best monitor the budget allows.
