Do you want to be in one of the top 8 news hierarchies?  That is one of the
most asked questions on news.groups.questions.

will provide you with pointers on how to greate a group in one of the top 8
hierarchies, or how to create an alt group.

P.S. Another alternative is to create a private news server and host your
own hierarchy of groups.  Among other things this permits simple
authentication for access to selected groups.  TPC has been using this
method for a couple of years with good success.  news://news.tpc.ml.org/
