The point is that the administrator in question does not control the presence of the appropriate HTTP header. Authors matter too. What does an author do if stuck with a bad administrator? What does an author do when moving documents from one site to another? The META tag serves as documentation internal to the document, and is far more likely to get correctly updated than if the information is in a separate file.. Sure, you'd prefer that the server do the recognition automagically and send out the correct HTTP header, and the spec quite correctly gives this precedence over the META tag, since you can even imagine servers (and clients, for that matter) doing on-the-fly conversion.
