The encoding of the buffer is either 8-bit or Mule-internal (this is as of 20.3 elisp manual, I dunno from 20.2); there are no other choices. The so-called "buffer encoding" is actually the default encoding for the _external_ file i/o operations. All hail Ken-ichi Handa!
