TWICS has been pretty hit-and-miss for me (Hi, Craig!).  They like to
change things without really considering the possible consequences (I have
a dedicated subnet that was changed without warning, and mail was broken
over golden week due to a screwup with the sendmail no-relay rules).  The
tech support is okay once you get past the front-line people ("Yes, hello,
I'd like to speak with someone who has the root password.  No, really.").

For "just" email, it's okay I guess.  For real connectivity, they charge
an arm and a leg.  If I wasn't already established at sekiya.twics.co.jp,
I'd be in the market for another provider.
