The Japan Linux Users Group is a group encompassing all of Japan.
Their home page is http://www.linux.or.jp.  The Tokyo Linux
Users Group is concentrated only in the Kanto (around Tokyo) area
and has more physical meetings.  I think some people are members
of both JLUG and TLUG.  TLUG is trying to get more cooperation
from JLUG and have a nomikai with the JLUG members living in
Tokyo.  Goals seem to overlap - have fun, promote linux, provide
methods of information exchange for members, provide mailing
lists, home page, organize Linux-centric events, educate people
on Linux.

Probably the biggest difference between the groups is that TLUG
is internationally focused with the meetings, mailing list, home
page, and events held primarily in English.  JLUG is primarily
in Japanese and its projects _appear_ to be concentrated more on 
the localization of Linux for Japanese rather the internationalization
of Linux.  However, since I don't participate in JLUG, I don't
really know.
