The way this works is you sign up through your provider with a separate company which provides dialup access throughout Japan. There's some penalty for using the free dial number, but basically it reduces the cost of a connection to Tokyo by 80% or more. So it's useful to have another provider on the side. GOL also has excellent international access. GOL is still 35,000/year, so TWICS's 20,000/year beats that (Craig Oda, do you guys provide this service?) The rest is interesting only to Internet hackers....
