I'm using Netscape 3.0.

What Fixed Font are you using?  I've tried Fixed (Misc) and Fixed (Jis).
Where are you specifying the fonts?  I've been  doing it from the
Options menu, Fonts window with the line:

                          +---------------+
     Use the Fixed Font:  |Fixed (Misc) = |
                          +---------------+
