1) try   http://localhost/cgi-bin

2) open the file /usr/local/etc/httpd/conf/srm.conf

3) set your DocumentRoot to 
	DocumentRoot /usr/local/etc/httpd/htdocs

4) if it still doesn't work try this
	ScriptAlias /cgi-bin/ /usr/local/etc/httpd/cgi-bin/

5) do a 

 	# cat /etc/hosts

make sure it has

	127.0.0.1	localhost

6) verify that the httpd server is running:

niji:/etc# ps |grep httpd
   91 psf 9 N   0:00 /usr/local/etc/httpd/httpd
  352 s31 3 N   0:00 grep httpd
   98 psf 9 N   0:00 /usr/local/etc/httpd/httpd
   99 psf 9 N   0:00 /usr/local/etc/httpd/httpd
  100 psf 9 N   0:00 /usr/local/etc/httpd/httpd
  101 psf 9 N   0:00 /usr/local/etc/httpd/httpd
  102 psf 9 N   0:00 /usr/local/etc/httpd/httpd

7) if the server is not running, start it:

	/usr/local/etc/httpd/httpd

If it still doesn't work, post again.  I can try to disconnect
my machine and replicate a standalone.  I think the above should
work.  I vaguely remember doing something like this in the past.
