Lenovo and ASUS don't provide more than 16GB of RAM and no English
keyboard.

When we ordered (using their site), Lenovo JP did provide US/English
keyboard equipped laptops. And we installed more memory post-purchase.
(the machines were Ryzen 3700U, E395)

It ended up quite cheap at that time, way cheaper than your mentioned
budget AFAIR (~3 years ago).

Anyone know where I could find an appropriate machine? If you're going
to direct me to a physical store, let's keep it in the Kanto area.

For US/English keyboards, you usually need to order online. Or at least
you will have more options online.

For this project I'm working on now, I need a rather powerful laptop

Also, as a slightly off-topic remark, I would recommend offloading compute
intensive work to a remote machine, if it is applicable for your case.
I have recently started doing this a lot, and thanks to that, I'm now
enjoying much nicer mobile setup (lighter, cheaper, less bw usage).
