When you go to add languages, is there a checkbox to Only Show Current
Language?  If so, uncheck it. That may just be an fcitx-configtool thing

Sorry, all my Mint experience is with fcitx.  (In _my_ experience, ibus has
become more and more problematic with each iteration, so I've gone entirely
to fcitx.)

You can try, as that user, running ibus-setup and see if Japanese is one of
the choices.
