I think this is related to this:

I.e. GTK3 does not work with xim.
I do indeed have GTK_IM_MODULE=xim

(y understanding is that ibus can do without xim, but fcitx cannot... so
it may be good that I have not tried switching yet.)

I also found this, which may explain why IMEs feel like they have gone
back a step in Ubuntu:
