If it's a yearly limit, no company in their right mind would ever not
withhold, since they would have no idea how much you're earning elsewhere.
Also, I consider it rather rude to ask for under-the-table cash payments
since without documentation of the payment the money becomes company
profit rather than an expense and the company then becomes liable for
tax of up to 50% on the amount.
I was making a fair number of payments to individuals for consulting
when I was running Starling Software, and my accountant told me that
I should always withhold ten percent on personal invoices without
exception.
When I do consulting, I always explicitly include the ten percent
deduction on the invoices I generate. (Don't do this as a line item: do
it below the total.)
