How about this?

1. You browse the meeting archives for talks of interest to your LUG.
2. You contact the presenter and ask permission to translate the work
and post it on your LUG's webpage. This step may include asking the
presenter for their slides if they don't exist in the TLUG archives.
3. You translate stuff and post it on your LUG's site.

Yes, but you missed Stephen's point. If the documents aren't linked
from the meeting page, we don't have them. You'll need to get them
yourself from the original presenter.

Ugh.

"Let he who wants something do the legwork" applies here. Instead of
complaining that TLUG is somehow obstructing your ability to email
past presenters, you could just email past presenters.
