Yeah, well, until at least 2000 copyright infringement was rampant
among Monbusho employees.  Not just the faculty (who maintained a
lending library of single-user-licensed software for installation on
the PCs of multiple faculty members) at this ex-national university,
but also the jimu-ku made unauthorized copies of a textbook by a
faculty member for teaching English to office workers.

Just because the government does it does not mean it's legal.
