Looking at NHK it seems we are in for some pretty painful power outages
till at least the end of the month.

Apparently they need at least 41,000,000 Kw but can currently only
produce 31,000,000 Kw.  As a result there will be scheduled power
outages.  The power outages are apparently going to be by zones but the
haven't provided any information about were the zones are.

1.  6:20am ~ 10:00am
    4:50pm ~  8:30pm

2.  9:20am ~  1:00pm
    6:20pm ~ 10:00pm

3. 12:20pm ~  4:00pm

4.  1:50pm ~  5:30pm

5.  3:20pm ~  7:00pm
