Or the local process. Emacs's TRAMP package uses ssh to access privileged accounts even locally. Although in general this is roundabout, the point is that TRAMP requires ssh for its normal functioning (its basic mission is accessing remote files by ssh), so ssh is known to be present, while sudo, super, su and so on may not.
