The alternative is, as you say, to change the filename each time you make a
change, and that's almost as time-consuming as deleting the offending data
from the cache, not to mention a potential source of screwups if you forget
to change the href in all the other files linking to that CSS!
Changing the filename is would only be practical when the change is
automatically propagated by dynamic pages or some kind of build process.
If you want the browser to reload the css file every time you could try getting
your web server to add Cache-Control headers and/or a short Expires time. That
may be convenient for your development server but would be a big waste of bandwith
on a busy site.
