It roots to Shannon's channel coding theorem.

For network computer we are using today, the channel capacity ( or
bandwidth ) is large enough and we do not have to worry about it.

But for mobile network, channel capacity is tight enough so the  number
of mobile phones can be used in the network is limited [1]

That's what I have interpreted.
