For those not in the know, TCP and packet loss are not good friends. 4% packet loss may sound like a fairly small amount, but even that will do pretty bad damage to TCP connections. 10% packet loss will pretty much destroy a TCP connection. If you're not convinced, I suggest you do write a simulation.

Basically, if a link is running 10-20% packet loss, you might as well
consider it dead, for all practical purposes.

So they'd first drop all traffic that is unnecessary, like filesharing
tools... but at least mail and web would still somehow function.
