For those not in the know, TCP and packet loss are not good friends. 4%
packet loss may sound like a fairly small amount, but even that will
do pretty bad damage to TCP connections. 10% packet loss will pretty
much destroy a TCP connection. If you're not convinced, I suggest you do
write a simulation.

Basically, if a link is running 10-20% packet loss, you might as well
consider it dead, for all practical purposes.
