According to <http://en.wikipedia.org/wiki/Root_nameserver>:
...most of the physical, rather than nominal, root servers are now outside the United States.
While seven of the 13 root nameservers are single servers or load-balanced clusters located in the US, the rest are using anycast, and are distributed worldwide. There's a map on that link.
