I think Steve's idea is the best; if this gets accepted over at
Slashdot, just follow the discussion there (at +4, I guess).

TLUG certainly does not have the time or desire to set up a message
board, so if you want one, you should set it up on one of your servers
and we can link to it.

I had envisioned putting the page in a context like this:

http://www.tlug.jp/listpolicy.php

or

http://www.tlug.jp/list.html

Maybe the latter would be better, since as Steve pointed out, we don't
have much other content of interest. But I guess we would at least
want to have a link to the next meeting, etc. on the page.
