Does anyone know why some characters are exceptional in how they display
as compared to the other characters in a case like this?

Solution: put spaces between the Japanese characters in your HTML code.

Explanation: no can do. I suspect each browser's layout engine has
rules for ligatures, kerning, hyphenation rules and other goodies. The
Japanese layout engine may have specified that one should not split
punctuation, single small hiragana/katakana, and ellipses from the
preceding characters. Don't know how to get around that except by
forcing the engine to accept that they are independent, as above.
