I can understand the reason for the decision. Banning might deter some
people. However, I don`t believe it is a good means for resolving
issues. A person can easily get another email address, subscribe and
then continue to post. I`m waiting for him to do so.

I`m not an expert by any means, but this comes to mind.

Would having rules of behavior posted on the web site help in the
future instances?
