[tlug] [ADMIN] Shannon Jacobs unsubscribed

I have unsubscribed Shannon Jacobs from TLUG, feeling that he has
contributed nothing, and abused the list quite enough.

I have also started a discussion on banning him from the TLUG list for
the forseeable future on <tlug-admin@example.com>.
