It certainly would not be wise to use this as your everyday system but to boot into it in an emergency as a last resort.

What would be perfect is a usb distro that puts ~root on the usb disk,
that way you could install root's ssh config without touching the
bootable image.

If you copy one that already exists, what's left are the
technicalities of making it bootable and getting sshd properly
started.  Surely somebody will be able to help with that.

Yes, but that's the kind of hard work I'm trying to avoid :)
