IIRC, the GPLv2 Japanese translation was done by
Masayuki Hatta (www.mhatta.org).

I believe the folks (Niibe Yutaka, Masayuki Hatta et.
al.) from fsij.org should also do the translation
during the conference. Masayuki was doing a lot of
translation during GPLv3, in Bangalore.
