Considering the constant changes in email in terms of spam & virus
protection etc, I like the idea of handing it off to someone focused
only on email who can do it bigger/better/faster.

I worked with Electric Mail Company ( www.electricmail.com ) in
Vancouver, Canada a few years ago and highly recommend them. They're
truly industry leading experts in email. They have a variety of packages
including a great webmail offering that supports Japanese. They even
have a backup system that keeps so many weeks worth of mail and becomes
available if someone's own in-house email server goes down.

I too would like to hear of any outsourcing options within Japan.
