This might help narrow things down a bit:

In Firefox, check page info (right click - "View Page Info" in the menu) to see
what encoding the browser thinks it's displaying for the page mentioned
above. Presumably the text that displays correctly is in this encoding, and the
mojibakified text isn't.

Are the encodings the same?
