That's a darn good idea. 

That could be very very useful, especially in a super-portable and 
extensible format like XML. 

Folks could add what they know or are interested in, 
and other folks could fill in the pieces.

Maybe, but then maybe not. 

Perhaps the lack of a good database (especially open database) 
is a great opportunity for open-source dictionaries.
