I havent used a wacom with linux before, but I think I recall a while back when I was compiling a kernel that I saw a wacom kernel module. Are you loading the module wacom OK? Also does the system even recognize it? The way I would troubleshoot this would be to do a tail -f /var/log/messages and then plug in the wacom and see if any clues arise that way.
