I have a /etc/X11/Xsession.d/60_kinput2 file with the following content:
/usr/bin/X11/kinput2 -xim&
export XMODIFIERS="@example.com=kinput2"

If you really want to add an LC_CTYPE, you could do that here too. I
don't think its needed though.

Debian also has an im-switch package to do stuff like this.
