I don't recommend doing the above except as a very last resort (among other things, that's a Debian path that probably doesn't work on Fedora, and the default.kmap probably doesn't live in /etc, either). However, Fedora probably has a special tool to do this, for a number of reasons (having to do with include keymaps and early boot sequence issues).
