Depends on the place; keep trying. However, you can usually find
somebody (usually a gaijin) with an exim license who will split the
difference with you.
I use Jon Heese (Jon Heese <ds3j-hs@example.com> if you want to
try my friend; note, he's MY friend, not yours---if he sells you a
horse, count the legs before accepting delivery, it's not my problem!
never had one with him, though).
