[tlug] tin and Japanese inside a kterm

I'm trying to get the latest tin (1.6.2) working with
newsgroups containing Japanese (typically in ISO-2022-JP
coding. Prefereably I'd like to do it in a kterm, but any
Japanese-capable equivalent is OK.
So far I haven't had any success making the Japanese
appear as anything other than ????????.
Before I delve into all the possible reasons, mucking around
with locales, etc. etc., has anyone any tips?
(Currently I use an old version of tin [1.4.5] with some patches
to let escape sequences through. It antedated tin's ability to
handle MIME headers.)
