Hi Godwin,
from this sentence, one could argue that the three providers you name
account for the majority of "everyone's spam load" - this I can hardly
believe is your case, not to say "everyone's".
I also wonder how many believe Italy has the spammish reputation
you depict. True, we have a huge problem here - Interbusiness. But
dropping this giant telco ex-monopolist in the same cauldron as other
(more or less) clueful companies is a bit unfair IMHO. And to get to
your question, no, I don't think existing laws allow going after
providers for their inaction; the real punishment here should come from
angry customers abandoning the black-hatted providers. Selective
blacklisting should favour the migration to more responsible ISPs.
