Unicode omits, more or less deliberately, many characters in practical use. For example, either Fujitsu's or NEC's corporate set includes not only composed Roman numerals, but _circled_ versions of them. Last I checked they are not in Unicode (but I'm not really up to 3.0 yet, and don't have the reference handy).
