Speaking as a resident of California, the Three Strikes law is pretty
darned good and I'm glad we have it.  I am unaware of anyone getting
a third strike for stealing beer or a VHS tape, but if they did, well,
what can one say?  They shouldn't have stolen it, especially with
two priors for felony theft, which is what it would take to send you
up for life under that law.

Flagging offenders as offenders is very cool and has made California
a safer place.  Criminals belong in jail, not on the streets.  The 
Three Strikes law helps keep them where they belong.

I don't see how you calculate that removing people who can't or
won't follow the rules does not serve the list.  That has served the
list very well indeed.  Maybe you're just too new to remember anyone
who has been kicked off the list (for life, in at least one case), but
it served the list very well indeed.
