Just picked up this new report in the Financial Times Deutschland
http://www.ftd.de/tm/it/1057486295412.html (german). According to them, the
government struck a deal with Fujitsu to create a system using Linux, to
manage 800,000 government employee's salaries.  Value is supposed to be 1.4
Million Euro ~ 190,000,000 Yen, and MS said also have tried for this
contract.
